Honoring Our Employees For Our 20th Anniversary
For nearly two decades, Jōb EPC Company has been committed to delivering high-caliber engineering, procurement, construction and specialty chemical optimization services to clients across the United States. However, beyond the projects and milestones over the past 20 years, the true reason for our success is our people. To mark this special anniversary, we’re shining a well-deserved spotlight on four employees who display the integrity, hard work and dedication that define JEPCO.

Gordon Bigham, Mechanical Engineering Manager
With 10 years at JEPCO and 39 years of mechanical engineering experience under his belt, Gordon Bigham is one who leads by example. In addition to his management duties, he works right alongside his team of engineers.
Whether he’s evaluating RFPs and proposals, preparing specifications for equipment or collaborating with vendors to install equipment in their facilities, Gordon sets high ethical, quality and safety standards in everything he does.
Upon joining JEPCO, Gordon played a pivotal role in restructuring and optimizing our operations manual. The procedural enhancements he introduced have directly contributed to a sixfold expansion of the JEPCO team during his tenure. Additionally, Gordon has been instrumental in broadening JEPCO’s operational footprint by increasing the number of states in which our engineers hold licensure.
His favorite JEPCO tradition? It’s a tie between our annual Thanksgiving potluck and our annual Halloween party, where he shows off his awesome steampunk-themed costume each year.



Judi Kallinger, Senior Project Controls Specialist
For Judi Kallinger, every project schedule is like an exciting puzzle. Her job? To help every piece fall into place. With 45 years of industry experience, she’s an invaluable team member whose management expertise ensures that each project stays on track.
She stays ahead of potential challenges, keeping internal and external stakeholders informed on project progress and helping teams adapt as needed. When scheduling adjustments arise, she collaborates with other departments to find efficient solutions, ensuring projects stay on track while keeping client needs a top priority.
In addition to coming together to help clients, Judi also enjoys coming together as a company to enjoy Valentine’s treats, Cinco de Mayo parties, our annual amusement park trip and other celebrations.
Outside the office, Judi enjoys gardening, harvesting, sewing, knitting, crocheting, baking and sharing her hobbies with her children and grandchildren.


Ligia Mendoza, Automation Technician
Automation is all about precision, and that’s exactly what Ligia Mendoza brings to her role as an automation technician at JEPCO. With over 10 years of experience in the automation industry, Ligia specializes in developing automation systems, troubleshooting and programming automation hardware for various clients.
In her time at JEPCO, she has enjoyed working with clients in the mining, refining and petrochemical sectors and expanding her expertise in these industries. Always eager to learn and adapt, she values the opportunity to deepen her knowledge while contributing to successful project outcomes.
Ligia also appreciates JEPCO’s respectful and supportive work environment. Whenever she has a question, her coworkers are happy to help her out. “People are always there when you need them,” Ligia says.
Originally from Venezuela, Ligia loves traveling with her family to sunny destinations (the beaches of Tampa are her favorite) and cheering on her son at his soccer games during the spring, summer and fall.


Earl Skougaard, Project Manager
With 35 years of experience in industrial construction, Earl Skougaard understands what it takes to keep a project running smoothly. He has applied his expertise across multiple projects, playing a key role in developing construction scopes and supporting efficient project execution.
To Earl, JEPCO feels “more like a family than a workplace.” JEPCO’s supportive culture gives him the latitude to handle his responsibilities while continuously improving his communication and leadership skills.
Beyond the work itself, Earl enjoys getting to know his coworkers both in the field and in the office. In his free time, Earl enjoys shooting, hunting, fishing and camping. As a skilled dart and pool player, he also likes to embrace his competitive side.
